Landscape Fabric
Pond underlayment fabric provides dependable protection against punctures to a rubber or PVC liner in pond and waterfall applications. It goes in beneath the liner, so the liner rests on fabric rather than on the rock, gravel and ridges underneath.
A liner does not fail because someone stepped on it. It fails because the weight of the water presses it onto whatever is below, and that load concentrates on every stone and ridge in the excavation.
Needle-punched from 100% polypropylene staple fibers in a random network, it is high strength, dimensionally stable and rot and mildew resistant — which is what allows it to be buried under a pond and left alone. The same fabric also suits heavy rip-rap and boulder retaining walls.

Those materials rot, fall apart or tear. When they fail the liner ends up sitting on the rocks they were covering, under the full weight of the water — and the repair means draining the pond.
Size it larger than the liner footprint, because the fabric has to follow the contours, run up the sides and reach past the top edge. Add generous overlaps.
Yes, and this is the step most often skipped. Liners take their worst abrasion where they turn up a bank and where rock rests against them at the rim.
